H&SRA’s are an essential compliance service that, identifies compliance obligations and reviews compliance arrangements. The assessment process will objectively analyse management compliance, including: maintenance and inspections schedules for the property fabric, mechanical and electrical (M&E), all general facilities and provisions, along with all other relevant areas of compliance.
Whether a single property, area of land, or a portfolio of property, we are with you every step of the way to ensure all your Property Compliance needs are met.
Employers, landlords and managing agents, along with all persons who control or manage property, must ensure health and safety risks are appropriately managed. For all property, the duty holder or responsible person must ensure all compliance obligations are being met.
Property Risk Assessment
Health & Safety Risk Assessment (H&SRA) are designed to reflect compliance for all property and assets, including management approach, plant, equipment and external areas. This service is applicable to all property type’s including, managed, leased, vacant, residential, and commercial.
The risk assessor will inspect and review all relevant H&S provisions, features and requirements, such as:
- health & safety management
- security provisions,
- access & egress
- statutory ‘Insurance led’ Inspections,
- service and maintenance of all plant & equipment
- waste management
- CoSHH, arrangement for hazardous and dangerous substances
- the needs of vulnerable people, for example the elderly, young children, or those with disabilities
- traffic management survey
- providing information to employees and other people on the premises
- health & safety Competence (training, experience etc.)
As with all risk assessments, the H&SRA must be recorded as information for all relevant persons. H&SRA’s are an annual periodic* on health & safety in consideration of compliance to all applicable regulatory obligations. All reports will reflect risk rated compliance, identify all compliance objectives, and identify all gaps, shortfalls, and areas of concern.
H&SRA reports are available as PDF’s, downloadable from our compliance platform. All actions and recommendations will be extracted into an Action Plan, which can be reviewed, downloaded, or managed via our Compliance Portal.
* Period of review is usually annual, or other reasonable timeframe, or on revised property layout, significant incident, or other event or change of consideration.
Property Liability Audits
Property Liability Audits are designed to establish compliance obligations in accordance with the Occupiers Liability Act. This applies a Duty of Care and liability on persons as, occupiers, or managing agents of premises due to injury suffered by persons other than their visitors. This provision is relevant to void or empty properties, disused land, or property/land without a permanent management presence.
The specialist consultant will consider:
- Security
- Deliberate or malicious attack (arson etc.)
- Trespassers and Squatters
- Fire Safety
- Health & Safety
All property liability audits will be detailed in a risk rated report, providing independent validation your management standards, whilst identifying any gaps, shortfalls, and areas of improvement.
Traffic Management Surveys
Traffic Management Surveys (TMS) are designed to detail compliance in consideration of pedestrian and vehicular traffic (i.e. car parks). Consideration will be given to all aspects of access/egress, traffic control, layout, segregation, along with all other compliance obligations for public or private mixed-use spaces.
The specialist surveyor will consider:
- review existing management arrangements, assessments, and surveys,
- vehicular and pedestrian access & egress
- segregation of traffic flows (pedestrian, vehicular, & commercial)
- access control systems (powered barriers & gates)
- traffic calming measures (speed limits, speed bumps etc.)
- car park layouts - signs & markings
- the needs of vulnerable people, for example the elderly, young children, or those with disabilities
The TMS will be detailed in a report for all relevant persons. The management surveys are a periodic check on compliance in consideration of applicable regulatory obligations, and best practice benchmarks. All reports will reflect risk rated compliance, identify all compliance objectives, and identify all gaps, shortfalls, and areas of concern.
The TMS reports are available as PDF’s, downloadable from our compliance platform. All actions and recommendations will be extracted into an Action Plan, which can be reviewed, downloaded, or managed via our Compliance Portal.
CDM Project Planning

Compliance obligations must be established at the planning stage of projects, for all refurbishments to major design and builds, once established all aspects must be managed in accordance with the Construction (Design and Management) Regs 2015.

Regulatory (Gap) Analysis
Regulatory (Gap) Analysis, is a specific service, delivered by dedicated consultants, who will review and establish all compliance obligations. Once the compliance obligations are established, consideration will be given to the management practices, level of compliance, along with all shortfalls (gaps) and improvements necessary to achieve the required level of compliance.
All Regulatory (Gap) Analysis will be detailed in a risk rated report and can be utilised to develop a regulatory (legal) register.
Health & Safety – the Legal bit….What Is Required
The principal legal duty of care is to ensure ‘so far as is reasonably practicable’ the welfare of employees at work, along with all others that may be affected by their undertakings.
All businesses must have adequate H&S compliance arrangements in accordance with the Health and Safety at Work etc Act 1974 (HSWA), and associated Regulations, Guidance and Approved Codes of Practice.
Managing health and safety is an integral part of managing property or assets. Risk Assessment are required to find out about the risks you need to manage and detail the practicable measures that can be implemented to control them. Risk assessments are critical in the evaluation and validation of management, along with applying a risk-based approach to all required improvements and actions.
Ensuring health and safety is managed systematically and in accordance with regulatory requirements is a priority for all businesses. Utilising a ‘Competent Person’, who can be either employed or retained via a consultancy arrangement is a mandatory requirement. (Management of Health & Safety Regulations 1999, regulation 7)
